The Systems and Data Director is a key member of the leadership team and works in close collaboration with Directors and others to develop, implement, and carry out strategic objectives.
The Systems and Data Director develops and spearheads key program planning activities, program evaluation, grant writing, professional development, and reporting and oversees the agency's collection, management, analysis, and interpretation of data. Ongoing responsibilities include supervision of department staff, assessment and continuous improvement of existing program monitoring, tracking and data systems, governance and synthesis of program data for operational, planning, grant-writing, and continuous quality improvement efforts. The Systems and Data Director will work with staff to ensure that all departments maintain efficient processes for collecting, monitoring, synthesizing, and reporting data and that staff use the agency’s databases and dashboards to meet compliance requirements and accurately document the agency, child, and family outcomes.
Essential Functions:
Develop and implement the systems used for obtaining and managing data.
Responsible for maintaining and monitoring the data systems to ensure they meet organizational requirements
Provide technical assistance to users of the program databases.
Serve as the primary contact with the software vendor to maintain software, advocate for agency needs, facilitate updates, and use all the software features to their fullest potential.
Work closely with program leadership, educators, and support staff to identify data needs and ensure that systems support program objectives.
Facilitate training for staff on data entry, management, and interpretation to promote a culture of data-driven decision-making
Plan and oversee training to staff using the Head Start database to ensure accurate and consistent data entry and reporting
Implement data governance policies and procedures to establish data management guidelines and ensure the accuracy, reliability, and security of data.
Systems Development: In charge of implementing, managing, and developing systems and networks within a company, ensuring efficiency and smooth workflow. Responsibilities revolve around setting goals and objectives, allocating budgets, identifying company needs, and developing strategies to optimize operations, including Child Plus, Teaching Strategies Gold, and HRMS
Create functional strategies and specific objectives for the sub-function and develop budgets/policies/procedures to support the functional infrastructure.
Work closely with program leadership, educators, and support staff to identify data needs, streamline systems, establish consistent procedures, and ensure systems support program objectives.
Responsible for overseeing the collection of information for required reports, such as those required by state and federal funding sources.
Develop surveys for staff and families and work with team to distribute and ensure high rates of participation
Develop and implement data management policies and procedures to ensure accurate, timely, and secure data collection and reporting. - Oversee the design and maintenance of databases and information systems used for tracking program performance, participant information, and compliance
Stay updated on emerging trends and best practices in data management and early childhood education technology.
Oversee daily, weekly, monthly, and quarterly monitoring completed by Data Department staff.
Responsible for ensuring the accuracy of annual Head Start Program Information Report (PIR) data and compiling a summary and analysis of PIR data.
Collaborate with outside agencies to provide data for research
Analyze program data to evaluate effectiveness, identify trends, and inform strategic planning. - Prepare comprehensive reports for stakeholders, including program staff, management, Directors, and funding agencies, to communicate program outcomes and compliance status
Provide leadership to ensure the program follows guidelines and meets the Head Start planning process requirements.
Facilitate focus groups and planning activities to ensure that the perspective of multiple stakeholders is heard in the planning process
Contribute to developing and implementing the program's strategic plan by providing data insights and recommendations. - Assist in setting performance goals and key performance indicators (KPIs) for program evaluation.
Oversee the Community Assessment
Interpret and analyze data for the Community Assessment Annual Report, creating complex reports using Power BI, and other reporting tools.
Monitor, analyze, and provide feedback on system performance and software functionality. Establish recordkeeping and monitoring systems to ensure program quality and compliance.
Serve as the liaison for technology integration, providing training and support to program staff on software and technology use, including mobile devices. - Research and recommend technology solutions to streamline processes and enhance program delivery. - Provide technical support and troubleshooting issues with software for various sites and departments.
Develop and coordinate with the technology department on music and movement devices in classrooms.
Carry out special projects related to data processing, communication concepts, and multimedia design, preparing relevant documents and reports as needed.

BA/BS in the field of Business, Statistics, Data Analytics, Information Technology, or related field. Three years of systems development/software implementation/data management experience OR leadership/management experience.
OR BA/BS with 3 years’ systems development/software implementation/data management experience. Master’s degree preferred. All education must be from an accredited institution.
Requires advanced computer and technology skills.
High proficiency with software such as Word, PowerPoint, Excel, and other analytical tools, and ability to manage and maintain large amounts of data.
Experience with Power BI, SharePoint, Office 365 and database systems preferred
